City Appoints New Fire Chief, Assistant City Manager, Community Services Director

San Marino has hired three existing city employees to new positions, the city announced Wednesday. The employees will start their new jobs over the next two months.

The San Marino City Council and City Manager Matt Ballantyne announced Wednesday that three new members, who were all promoted from within, will be added to the City’s Executive Team.

Fire Chief

San Marino Fire Division , who has 22 years of fire department experience in various roles, will take command of the as Fire Chief on Jan. 1, 2012, according to a statement released by the City.

Frawley replaces , who .

The city decided not to hire another head Fire Chief immediately after Anderson’s retirement, but waited for the results of the vote on , the that passed in November and comprises a third of the San Marino Police and Fire budget.

Since he joined the SMFD in August 2008, Frawley “has been involved in a number of efforts which include obtaining his state certification as a Fire Marshal and launching the SMFD’s very successful CERT (Community Emergency Response Team) program,” the City said in a statement.

Assistant City Manager

Lucy Garcia, who has served as San Marino Community Services Director since 2008, will take over as Assistant City Manager in Feb. 2012 to replace current .

Garcia has been with the City since 2004 and previously worked as an Administrative Analyst and Acting Community Services Manager for the City of West Covina, which included oversight of functions including Community Development Block Grant Projects, Senior Services, Transportation, Social and Recreation Programs.

As Assistant City Manager, Garcia will act as the Director of Public Works and Human Resources.

Community Services Director

When Garcia vacates her current role of Community Services Director, current San Marino Recreation Manager Sue Cobb will take over her post.

Cobb first joined the City of San Marino as a Recreation Supervisor in 2002 and previously worked as Human Services Supervisor in the City of Chino.

With 31 years as a teacher and community service provider, Cobb will be overseeing Recreation Services and the in her new position.
